Preamble
--------

  This is a first attempt to provide a license for software packages
   - where the content is covered by one or more other licenses
   - where the distributor may not hold copyright of the entire content
   - that are free for non-profit, non-commercial use
   - that restricts distribution of the software package to make it easier and
     more transparent for the end user.
   - that limits charging in case of a violation
   - that takes antivirus issues and false-positives into account

  As this license has not yet proven to be reliable, please do not re-use this
  license; Any succestion or advice is welcome.

TERMS AND CONDITIONS

I. Coverage, usage, violation
-----------------------------

  1) This license covers the distribution of the software package as such, not
     the content.

  2) The software package is provided "as is" without warrenty of any kind.

  3) The Licensor cannot be held responsible for any damage caused by using,
     extracting or installing the software package, or content of the software
     package.

  4) The Licensee accepts that
       a) the content of the software package is covered by one or more other
          license(s) which have to be accepted
       b) the Licensor may not hold copyright for the entire content of the
          software package

  5) The Licensor guarantees that
       a) all content of the software package is free for non-profit, non-
          commercial use
       b) no license is violated by distributing the content of the software
          package
       c) all required licenses are provided with the content of the software
          package

  6) The Licensor may not charge for violation unless the person or organization
     that has violated this license
       a) has been informed about the violation, but does neither comply with
          this license nor remove the software package, or
       b) knowingly violates this license, or
       c) violates section II. 4), or
       d) violates section II. 5), or
       e) violates section III. 2), or
       f) violates section III. 3)
     If the Licensor submitted the software for distribution to a Licensor by
     him-/herself, sections I. 6 c) and I. 6 d) do not apply.

  7) The Licensor may change the content - and license(s) - of the software
     package at any time. In that case the Licensee is NOT obligated to update
     the software packages.

II. Distribution
----------------

  1) The software package may not be altered.

  2) The Licensee may distribute the software package.

  3) The Licensee may distribute the content of the software package according
     to the license(s) of the content.

  4) If the Licensee charges for distribution of the software package, it must
     be obvious that the software package is also available free for download,
     and a link to the official internet site provided.

  5) If the Licensee distributes the software package on an internet site, the
     download - and the link to the official site - must be available without
       a) requiring additional software to be installed
       b) missleading content (text, images, links, buttons, forms, plugins,
          etc); Unpredictable content generated or provided by third-party
          advertising providers is excluded here, but covered by II. 6 d)
       c) submission of any user information
       d) requiring registration

  6) If the Licensee distributes the software package on an internet site,
       a) the software package must be hosted on that internet site;
       b) and the version or date of the release is specified, that particular
          release must be available for download.
       c) a link to the official internet site must be provided.
       d) the download - and the link to the official site - must be available
          without
           - missleading advertisement
           - opening any new windows, or popup windows
           - multiple redirects
           - requiring Java, JavaScript or Flash
           - performing any verification
           - delays or download limits

III. Anti-Virus software
------------------------

  When recieving a warning by antivirus software, the Licensee
  1) is hereby informed that antivirus software may sometimes falsely detect
     software as dangerous
  2) may not claim that the software package, or content of the software
     package, IS dangerous, without confirmation of the antivirus software
     developer
  3) takes all responsibility for any damage caused by using, copying or
     distributing the software package, the content of the software package, or
     parts of the content of the software package
